Pay & Display Stealing Money

I know, the difference is staggering!

A pay and display issues a ticket that (cunningly enough) you display in your car and is generally found on carparks (Like OP refers to IIRC) that you can stay as short or as long as is paid for.

A meter (AFAIK) just shows an indication if the stay is within time or not and is generally used on short stay parking bays at street side where there may be a limit to how long you are allowed to stay in a given period.

So I would say there are totally different things, designed for different purposes
 I have a poll / discussion on Economy 7 / 10 off-peak usage (as a % or total) and ways to improve it but I'm not allowed to link to it so have a look on the gas/elec forum if you would like to vote or discuss.

Wow, a simple post causing so much bad feeling. Maybe I can finish it off with a few facts.
Change is not given by on-street pay and display machines because it breaches the law (can’t remember which law but I’m sure someone can advise)
The machines are programmed in tariff bands and it is up to the relevant council to determine these bands. Hammersmith and Fulham have chosen half hour bands because they are easy tariffs to write I guess.
The information on the machines are clear that time is sold in half hour bands.
My personal opinion – the poor motorist in London generally gets ripped off at every turn – to reprogram the machines to sell time in bands of say 5 minutes would take about an hour to write the tariff, then four hours to update all of the machines.
In terms of man hours it’s about one hour and ten minutes as the machines are updated from a central computer.
No it’s not theft as the original poster suggested but it is unfair when you look at parking charges.

    designed for different purposes

Parking your car by method of using change?

The only difference is one has a dial, the other a piece of paper both specifiying an amount of time to park charged by a certain amount for a given period of time.

I'm not quiet sure with your use of the word "totally" in "totally different"!

One is used on a car park off of the public highway, the other is for streetside parking on the public highway - for me, that is totally different.

So if you use the word "totally" there what word would you need to use before different when describing a parking meter and say a carrot?

Tim Tim Tim Oh Dear Oh Dear....

Firstly "responce" [sic] should be spelt "response"

Secondly the point is not how different parking meters and pay-and-display machines are; which they are. The point is that you didn't bother reading/remembering/writing which one was pertaining to the whole thread.

This proves, once again, that you are simply posting to contradict, cause an argument and generally try to prove something.

I know, part fault rests with us - we shouldn't feed trolls - but it's so much fun seeing what you come up with next!

In order to assist HarryV and save him from the wrath of The Trolls, perhaps in future he would care to use one of the following in any future posts
    Take?
    Pinch?
    Nick?
    Pilfer?
    Filch?
    Lift?
    Cheat?
    Appropriate?
    Pocket?
    Purloin?
    Thieve?
    Rob?
    Pocket?
….And would the little tike who broke into my car on Saturday and stole all my loose change (of different denominations,to ensure the council don’t embezzle from me in future) please return it immediately!

Charge according to their long standing policy which the OP knows about and accepts each time he pays?

Good grief, he was merely pointing out that every car park is different, one doesnt always have the right change and 'one' can be given a ticket for being 1 minute outside their time and yet they have pocketed additional change, which they have failed to return to you. He was merely letting off steam, perfectly within his rights. Just because they do it, doesn't make it right and one is entitled to wish for a fairer system, isn't one?

The it's simple. You park somewhere where you consider the charging system to be fair, you have the correct change, or you accept it.
