Are you on cable or ADSL
If you are on up to 8mb ( note up to ) ADSL Max then it is subject to the product details as posted before .If you are on up to 8mb Adsl Max then you will not get 8mb download speed but on a perfect line not far away from the exchange maybe 7mb average speed in the UK is 3.5mb .
Biggest cuase of poor speeds on the ADSL Max product is customers poor internal telephone wiring .

We'll make sure that you receive the highest broadband speed your phone line can handle, however the actual speed you receive can be affected by factors such as phone line quality or distance from your local exchange. This means you could actually receive up to 4 Mb, 5 Mb or 6 Mb - basically anything up to 8 Mb.

Together with under capacity on their systems ( too many customers sharing too little capacity ) from many of the bigger ISP's like Virgin.;)
