Firstly, have you read the guidance notes?
Do a google search for Police Certificate Application Form and it's the first hit - I think it will answer a lot of your questions.
I think this relates to a comment you made elsewhere about travelling with a friend who may not be eligible for the Visa Waiver Programme? And you're travelling in October?

Note that it also details the processing time but makes it quite clear that it:
"does not include time required for administrative processing. Some visa applications require additional administrative processing, which requires some additional time. Most administrative processing is resolved within 60 days of application. Applicants are advised when they apply. When administrative processing is required, the timing will vary based on individual circumstances of each case."
Depending on what it is that your friend did it may or may not be possible for him to truthfully answer the ESTA questions in such a way that he would fine. Several people here are pretty knowledgeable about this so if you gave more detail, perhaps they could give you a steer as to whether a Visa would even be necessary.Does remembering a time that a certain degree of personal responsibility was more or less standard means that I am officially old?0 -

He did the ESTA second time and put yes to been arrested and the outcome was 'Travel Not Authorized'. I told my friend I will help him sort this because I don't want to travel alone and there is a possibility of him losing him ticket fare. Someone who is knowledgeable in this area PLEASE help me. He has a reprimand for his first and only offence and that was about seven years ago. US Embassey said he needs to first apply for Police Certificate, then he an book for an interview...Any quick ways around this?

There are no quick ways around it other than to lie on the ESTA form.
WHAT WAS THE OFFENCE??????
It makes all the difference as to the likelihood of him getting a visa or not. If it was for something like drugs I doubt if he will get a visa. If he got in a fight he probably will.0
