i had just woken up and my head wasnt clear i give him the wrong flat number yeh stupid i know,but at the end of the day it proved i was at home and no atempt was made to contact me via door bell at no 35,and it turns out thats policy not to deliver any item other than a standard letter.its not right0

I rang the number and the automation recording said to phone the office in question in the first instance. I did this and was told it isn't standard practice to not deliver to multi occupied business premises and she gave me a reference number and said it was officially logged. I also told her that the message on the ansafone when you ring to rearrange is very annoying-the bit saying the quickest and easiest way is to collect parcel from office!!!
She said she agreed and the relevant office would be contacted and it should not happen again. The delivery guy will always try to deliver before posting a card through-If it does happen again I shall be on the phone!!!!
if you want an independant investigation then ring watchdog back if the post office give you no joy0 -
I live in the same kind of flats as you and the postman always leaves a card to. I have grumbled at the post office when collecting but have been told that the postman is within his rights to just card the delivery for you to collect.In Progress!!!0

if they are within their rights to just card a delivery why do they use a not at home card? why not use a we cant deliver parcels or registered post to flats card ?0

I'm furious with royal mail too!!!. I was expecting a parcel so I asked for it to be delivered to me at OHs business address because we can guarantee someone will be there during office hours. The parcel was sent recorded delivery-as expected. We had a card put through saying no one was in (despite the fact that no one had even tried to deliver as someone was in!!!)and to phone to arrange redelivery etc. This was on thursday-the office was closed for easter bank holiday so I phoned up first thing this morning. Thge automated message said:

Well no, actually that isn't the quickest and easiest way when the office is only open between set times and people have to work. I have to say there is no wonder people have a low opinion of Royal Mail as we receive very shoddy service from them-why should we have to collect a parcel because someone can't be bothered to deliver it!!! Not only do they not try to deliver it, they will post a card through and when you ring up they will agree to deliver it to a local post office for an extra charge of 50pence!!!!
So I'm now toying with the idea of complaining, but the question is how and to whom???
Any advice and opinions greatly appreciated. Thanks in anticipation.

you organised a redelivery to a buisness address or it orginally went to a buisness address?

one point to note.if a driver goes out and attempts deliuvery and gets no answer/access then they will pass a p739(red card) to the postie to deliver the next day0 -
i know its hard to believe they have this policy but i rang the number on the card and post office complaint line on their website, they both said its policy no need for a first attempt with parcels or registered post .so in that case i should imagine they dont carry the mail in the first place what would be the point if we all get carded first time.is there any postmen on this site please enlighten us ?0

there is no such policy.this goes agaisnt RM's USO(universal service obligation just like star treks prime directive) that every door in the UK gets 1 attempted mail delivery 6 days a week.
there are some pre arranged exceptions to this like some highland islands for example
now thats a national agreement.
now on a local level there are some variations.eg say im delivering on my route and a stair has broken buzzers and i cannot get access or speak to anyone.
after a few days i will stop delivering mail and will retain it for (technically) 7 days before returning it if there is no contact from the residents.
in this case i obviously wont be taking out packages for that stair0 -
