I view PB's as a calculated risk; that I'm happy to take with some of my money. I save the traditional way, and use my full isa allowance etc... With premium bonds the "prizes" are 100% tax free; which you can then put to work earning 5% net. You also have no concerns about NS&I going bust either!
As they say...... You've got to be in it, to win it; and you just never know..
