The problem for TVL is that, at any given date and time, they do not know who you are. They could be outside your front door waving a magic detecting wand and picking up signals that indicate that you are watching Eastenders unlicensed but they can't summons you without your name. This is why you get the door bashing (sorry, polite knocking). They have to question you first in order to know that you are you and admit to watching TV without a license. They could use the electoral roll, but you can always have your name removed from the roll that is made public.
I've been in the situation where it's bash, bash bash on the door. I've answered and the first thing that's asked is "Are you the occupier ?". They haven't a clue whether you've just moved in or have lived there for 20 years, so they need to establish who you are and get an admission that you are receiving/recording broadcasts without a license. Without that nothing will happen.0 -

I dont want to get into trouble for putting a false name etc, but i dont see why they need it, i dont need a license, and they dont need my personal details.

I don't think you need to enter anything into the name field. That field is not mandatory. Here are the screens of a short series, whereupon I could have pushed 'submit'. You can see how little data you need to enter - just an email address (use a temporary one) and the property address. For some reason my email ended up as my initials, so their website seems to have a fault:0 -

For goodness sake, don't fill in their forms giving them information about yourself. YOU HAVE NO OBLIGATION TO DO SO. You can let BBC spend more money on sending goons around the houses. TV Licensing (run by Capita, I think) is a for-profit company. A vote with your rightful power will deplete their earnings.0

There may be no obligation but I consider it to be in almost anyone's best interest to at least give them your address, like I illustrated with the forms on the previous page. You don't need to provide your name but they know most people's names (if you previously held a licence, like me), so it makes little difference. I feel you bring trouble on yourself if you don't co-operate to a certain extent.0 -
Hi,
I have recently moved in a property and wanted a TV lcence for the first time. When I tried paying through the website using the direct debit on monthly basis, it showed that I have to pay the entire 142.50 in 5 installments till April and then it will charge for the entire next year as well.
My question is if I am joining from the month of December, shoudn't my licence be valid till next Decmeber. They can change the payments after April to take care of the likely increase in licence fee?

If you need a TV licence then you should co-operate by buying one. That goes without saying imho.
If you don't need one, what "trouble" are you bringing on yourself by not filling in that form? They have to prove you are breaking the rules, you don't have to prove that you are not.If you don't stand for something, you'll fall for anything0
