It's worth noting that the alleged "spike" in Licence evasion is actually based in a statistical reevaluation, and is not based on an actual change in real-world numbers. So the BBC is supposedly getting upset by a change that it knows is not real (or perhaps it isn't getting upset). I've not seen the England/Scotland split before, and it may well be that this is the only piece of new information in the article.
There's a further complication which is that the stats concerned have always been ambiguous about whether they relate to true evaders - those people who definitively need a Licence but do not have one, OR whether it relates to unlicensed households - those people who may or may not need a Licence, depending on if/how they view video content. Or it could be somewhere between the two, based on some measuring point within the TV Licensing enforcement process. It should be obvious what it is they are talking about, but they have consistently obscured it. Perhaps they are embarrassed?
There is a further point about the BBC unilaterally varying the nature and/or scope of enforcement, which raises a bucket-load of questions about who controls this, how and with what objective.0 -

I'm not convinced that the story will convert into any actual action on the ground - I'm not even sure that "getting tougher" is possible within the existing system and constraints.
It looks like a desperate piece of PR puffery to me.
If I had to select one thing that could improve the standing and the effectiveness of BBC-TV Licensing, it would be stop letting off half of all viable cases - and that is wholly within their control.0 -

I don't answer the door to them but they usually only visit maybe once every 18 months. Usually I only know they have been because of the hand written junk mail on my door mat as I've been out or napping when they visited.0 -

Nope. Don't watch anything on iPlayer nor live TV. That is the whole point of being legally licence free.Any language construct that forces such insanity in this case should be abandoned without regrets. –
