Could I draw your attention to the letter headed:-
    "Paying for BBC Broadband"

That link took me to "Letters to the Telegraph", which it seems is for today, and doesn't contain the letter you mention. It might be for the day you've seen it.

However, at the bottom I found a Feature Article titled "Who's the bully? By banning criticism, is the BBC betraying its licence payers?"

  • Does anybody know if you need a licence even if the TV isn't plugged into an aerial or tuned in to receive any sort of signal? Basically, my housemate and I only use the TV to watch DVDs, and neither of us have any interest in broadcast television whatsoever. I've looked nearly everywhere (official and unofficial) for an answer, but I haven't had any joy yet. Much obliged. :)

I notice that Martin warns people off paying quarterly but I'd hoped that he would comment on whether it was better to pay for the TV Licence annually or via monthly payments, where in the first six months after the first renewal date you pay the full amount for that year's licence (i.e 1/6 per month), then in subsequent months you pay 1/12 of the full amount, thus six months before the renewal date then six months after the renewal date. (If that makes any sense!)

no, you definitely don't need a license in your circumstances

for a couple of years I only used my telly for DVDs & gaming, I wrote to TVLA & told them, they said fine, but they'd have to send someone round to check, but they never actually did send anyone

I have a license now as my teenage son moved back in with me & wants to watch telly as it's broadcast

Swan is quite correct in what he says - however, you do not have to tell TVLA that you have a TV for just watching DVDs and you certainly don't have to let them into to your house so they can check that you are telling the truth.
If you think about it, what does them visiting your house actually prove ? You can legally own a TV and watch pre-recorded programmes on it, without a licence, so unless you let them in and your TV is displaying live broadcasts (hardly likely !) what are they doing ?
Just snooping and bullying as usual !

Yes - but according to their latest propaganda on the BBC - "it's all in the database" !

Would help if everyone who is disenchanted with the TV licence system sign the No 10 petition to have it abolished, may not do any good as there is always a monetary excuse from this government not to take any notice, but can't hurt to try, email the link to all your friends and family, at the moment its 94 signataries wanting change, lets get it into the thousands hey?
