Hmm, fifty-eight light fittings in a three-bed semi-detached house. Presumably this is including front and back porches, and at least one conservatory, but even with those you're looking at more than four lights per room and outside area on average. And most rooms in a three-bed semi don't need four lights. In fact most rooms don't need more than one, the possible exception being a large lounge which might well require 2x 100W equivalents towards each end of it.
I suppose if the house has multiple low wattage fittings in some rooms instead of a single or dual source of lighting, the bulb count could soon add up, but in that case, the best policy for energy efficiency would be to scrap the multiple low output bulbs (recycle them when they are end of life, ideally) and replace them with one or two higher-powered energy-efficient bulbs as they'll do the same job much more efficiently, though perhaps not so discretely.

Have you never heard of or don't you have any wall lights, table lamps or standard lamps ?
No conservatory AND I never said that all lights in a single room were ever on (or indeed needed) at the same time. (eg. the one over the dining table is only ever on if someone is sitting at it.)
For instance - Main Bedroom
There's a central ceiling fitting but also a wall light opposite the window above the bed.
We also have individual bedside/reading table lamps either side.
There are also 2 lights either side of the large "dressing table" mirror.
Breakdown is:

3rd Bed 4
Landing 1
Hall 1
Stairs 2
Toilet 1
Bathroom 2
Cloakroom 1
Pantry 1
Kitchen 2

And I'll shortly be replacing an 8ft fluorescent tube in my greenhouse with a pair of them. That'll make 60 !
Somebody saw my numbers on another thread a while back and was surprised that when they went and counted up they actually had THREE TIMES as many energy saving suitable light fittings as they thought they had, and immediately went out, bought 1p lamps and replaced them all.
