depends if you are happy with the rate you can get right now
you can wait until tomorrow if you want, but if we do get some kind of upward spike straight after the ECB announcement, you have to ask firstly, will it filter through immediately to where you intend to change up, and secondly, will it really make THAT much difference, to where the price is today for the amount you want to change up?
