Indeed it would, the good old M8 through Glasgow where you can guarantee every day there will be a middle lane moron woman around the Springburn exit where the traffic starts to ease off after the Kingston Bridge (eastbound).

how true,in the mornings im heading westbound most days,from baillieston to the fruit market before the traffic comes to a stand still it usually has the middle and fast lane morons.

if you mean me then no im not mixed up,im really using "middle lane morons" as a generic term to cover all idiots who seem to be incapable of pulling back into the left lane wether there is 2 lanes or 5 lanes,they amount to the same morons.

Thinking about this a bit more, there are 3 types of people who do this:

1) Lazy - can't be bothered moving back over as they'll have to move out again in a mile or two, when the catch up with a lorry
2) Ignorant / self righteous - they know exactly what they are doing, but as they are doing the speed limit nobody should be going past, and they decide to play at being the Policeman they wanted to be as a kid
3) Darwin candidates - no idea what is going around them, and capable of reacting only to things just past the end of the bonnet. Liable to do anything.

As you can't tell which of these the hoggers belong to, you have to assume they are part of group 3. Assume they are dangerous rather than lazy or oafish, just in case.

The legislation states "...which is required to be fitted with a speed limiter". If fitment is not required, the vehicle can use the offside lane whether one is fitted or not. If it was fitted, but not required, you'd not be going fast enough in the first place.
