I didn't need to ring Lee Powell's office today. A nice lady from Cap1 rang me and said they are trying to sort the problem out.
She said in 9 months time I may see interest applied to the card but this will be refunded the following month etc. The 18 month 0% rate is not on the computer system and they seem to be having genuine problems dealing with our applications. She said they may find a solution to it by the time the 9 months is up anyway but either way I have the 18 month interest free deal and I will not pay any interest as it will be refunded if charged.
Result!!

I'd get it in writing if I were you. If they won't write to you, I'd write (secure messaging?) to them summarising the call and asking if your understanding of the telephone conversation is correct. I sent off my complaint on 15 July, so far I have had an offer of a loan from them @ 12% and another pre-approved form to sign for an alternative card for 6 months 0%. Is it worth phoning up, are Lee Powell's office any help?0

Its got to be worth a try skye.
Its worked for quite a few of us. But I would do it in writing to Lee Powells office clearly outlining what has happened, why what has happened is unfair, and clearly stating what you want (i.e. 18mnth card). I think if you simply ring up after Cap1 have responded to your letter to customer services you might just get fobbed off.

I dont use my capital one card but am reluctant to close it down as every so often they send me cheques with 0% handling fee to encourage me to use the card - I pay a cheque for into my current account and then get a company to balance transfer onto capital one - that way Im not trying to find a super Bt company and I have quite high credit with this card...0

Well finally got a couple of calls yesterday with the sam einfo as some of the others have said, 9months at 0%, followed by another identical deal at the end of it. Fair enough they've made a pigs ear of this but at least they have eventually made amends. better service than others I've had in the past so can't complain.0
