If it's fixed speed they don't ramp down. The comp speed is constant. The noise however, can vary with the amount of load on the system at the time.
It did sound more noisy than it should from the video, but it's hard to tell without hearing it in the flesh. If in doubt have it checked, as if the comp fails, they are pretty expensive to replace. It could be something simple which could save the comp if looked at in time.
BTW, it's worth avoiding the more unheard of a/c makes. After a short time they often disappear from the market and spares / backup is impossible.

U said here that it was a fixed speed system?
I wouldnt bother with either of those makes yet alone the B&Q system theyh dont even do an inverter model any more only fixed speed.

Ah rite ok, I have heard of this story before, they will be built in same factory but will be to a totally different specification, a lot of ac unit can contain parts from other manufacturer, for example Mitsubishi Electric compressors can be found in cheaper units etc. However its the control strategy and quality of other parts that fail it.If you found my post helpful, please remember to press the THANKS button! --->0

also there is an airbrick into the baby room where on the other side there is a small balcony (not used). so it is perfect to put the outdoor unit on the balcony, and have the pipework going through the airbrick.

If this is a small baby room I would suggest you make sure you size the unit up correctly as if you get too large a unit you will get uncomfortable drafts for baby and the unit will spend its time short cycling (switching on and off all the time) even though they are inverter there is only a certain margin they can ramp down to it wont remove much moisture if its too big a unit as it will be cooling too quickly even if ramped down.
3.5kws for a small room is very large. I would get the smallest unit you can find if its a very small room.
