Gas cooker 'may not be installed in flats' - why not?

I want to buy a gas cooker for my eldest GD who is presently having the kitchen and bathroom replaced in her council flat.
Have looked on the Currys site and all the gas cookers at the cheaper end of the market, which would be perfectly adequate, are described as 'may not be installed in flats'.
Why not? And where can I find a gas cooker that MAY be installed in a flat?

Oh come on. It's a basic gas cooker, the cheaper end of the market, and there's one in there already which we want to replace. She also has a fridge-freezer and a washing machine. I don't think they're in danger of falling through the floor!

Good evening: It is now a requirement to install only gas cooking appliances with a flame supervision device (FSD) fitted, in flats and other multi-dwelling buildings Clause 8.2.1 IGE/G/5 General Gas Procedures (sorry don't have a link at hand;) ) effective 1 January 2008 .The intention of the FSD to summarise... if the gas supply to the cooker while in use is interrupted and the flame goes out, when the gas supply is reinstated the cooker will not pass unburned gas i.e. the FSD is gas safety device...you need to physically re-ignite the cooker. You need to look for a gas cooker with an FSD (should be listed in specification as a 'feature' )

Although manufacturers have had substantial lead time I suspect finding a gas cooker with FSD at the lower end of the market might prove difficult (addition of this feature would increase the cost)..let us know how you get on.

It appears that none of the gas cookers on the Comet or Currys sites have got this feature. I looked at models up to £400 and they haven't got it.
Am going to have to persuade GD to have an electric cooker!

Good morning: As is typical in the gas industry, the goalposts have been moved yet again :wall: IGEM has now issued the following (See Note 3).... http://www.igem.org.uk/download/document/IGE-G-5_Amendments_(January_2008).pdf
In effect, retailers will still sell gas cookers without FSDs for use in flats etc and CORGIs will legally be able to install them in flats/multi-dwelling buildings until an unspecified date. No official notification to CORGIs, just happened to see a post in a trade forum about the 'modifications'.....does the left hand know what the right hand is doing:think:

Thank you very much for this extremely helpful information. I've passed it all on to my GD who will let me know when she's decided which model she prefers. Old kitchen was all ripped out yesterday, electricians are in there this morning boring holes through the walls - she went to work for some peace and quiet!!

Lpg appliances have had these fitted for years, why dont they just force the manufacturers to fit FFDs to all cooking appliances. Another case of the industry watchdogs making rules that the public won't be aware of, what would happen when an RGI is asked to install such an appliance that has been bought and delivered to the 15th floor and has to refuse. Why do people in flats deserve more protection than people in houses?

Thanks to the helpful people who responded to my query. Just an update: my GD has been assured that provided she gets her cooker delivered within the week, the people working on her flat now will fit it for her. There appears to be no problem - as the reference above says, new rules don't apply until 1 January 2008.

Fortunately, she isn't on the 15th floor - there's only one set of stairs, her front door is at ground level, the stairs are part of her flat.
