Someone tell me, when is it reasonable time to make noise (DIY)

The 'upset baby' card! Perhaps you can make a deal that said child will not disturb your sleeping hours by screaming during the night if you don't disturb his by drilling during the evening! It is just stupid - we have this ridiculous 'child as god' thing these days.

At the end of the day, it is what is fair and what you, and your family, would feel is OK if it were next door to you. If it is occasional bursts of noise, I'd live with 9am to 9pm on week nights. If it were more than that, I'd expect it to be confined to 'normal working hours'. At the weekend, I'd expect something more reduced - say 10am to 4pm.
