I did not see anything in the Ts&Cs that exclude those with an EV:
Have I missed something?

So, that does not say you cannot have an EV?

The baseline is no longer based on the previous month's usage. When the challenge is active, your aim is to keep your peak time use to below the 18% - 9% thresholds for the month and they will use the total value for the same month in which the challenge takes place. In the FAQ they say they measure peak use as follows: "We compare the electricity you use during weekday peak hours with your total monthly electricity use."
The old scheme was different in that everyone's targets were different and it's the targets that were based on the previous month's usage. Under that scheme loading at 4pm-7pm in the previous month might have given you an easier target of, let's say, 9.8%. While doing the opposite would make your target more difficult, e.g. 7.8%. The new schemes give everyone the same target and so it actually incentivises people to stick to reducing their usage at peak times at all times. This makes sense from an environmental and also cost perspective for EDF.

It's for time of use tariffs, where the price of electricity varies based on when you use it. bristolleedsfan is talking about a different scheme, "Power Perks" (not Weekend Saver) which I think is only available for people on time of use tariffs.

I've just had a txt from EDF saying "It's Power Perks time! Great news, you've got free electricity tomorrow, 19 September, between 4am-4pm. Enjoy". Looks like I'll be charging my car and doing the washing tomorrow.

Also got it, today we have 12 hours of free electricity, so car on charge and washing all being done, might even use our ancient Hotpoint dryer, which consumes oodles of power but does make the kitchen like a sauna.
