Still doesn't sound plausible to me, but likely to be academic anyway, in that Report Fraud is for reporting fraud (unsurprisingly!), and there is no evidence of fraud here - no money has been lost, etc…

Report Fraud is for reporting the suspicion of fraud as well as monetary loss, as they say clearly on their site.
As I said, it's unlikely to be related to criminality, but if it is then ignoring it could have serious consequences. Having an official reference would lessen them. Some people claim they don't wish to waste an hour of their time making such a report, which is fine, but then spend an hour posting about it on a forum, which is plain weird.0 -
Where does the Report Fraud site make it clear that they'll accept and log fraud reports based on suspicion?

I appreciate you are replying to @Chief_of_Staffy but I was always under the impression from bygone MLO days that it was sufficient for anything which "…gave rise to a suspicion…" had to be reported to the appropriate authority. Filed many suspicious activity reports in my time but that does go back a few years and maybe things have changed?

That may be the case from the perspective of working in a regulated business but that doesn't in itself mean it applies here?

There is no realistic route by which someone (accidentally or deliberately) registering a card to your address could result in a detriment to you or other household members.
You can try to correspond with Monzo further if you like but you are very unlikely to get anything other than a stock response (if anything at all). You are not Monzo's customer, so they don't know who you are. You are not the person who registered the card, so you have no right to know what's happening with it. You are not a victim of fraud. There is no reason for them to speak to you any further.

None of the OP's credit reports will show anything because the card wasn't registered by the OP.

If that is the case and Monzo are opening accounts for people without doing full ID&V on the addresses provided then that is shockingly lax and they are likely in breach of KYC regulations.
Accepting a non-UK ID is one thing, but they still need to validate the address.1 -
They may show others who are using the same address and that might highlight bigger fraud issues.

That would be a breach of GDPR.
Also, if the fraudsters in question were just using the OPs address (and not their name) then the OP wouldn't be the victim of fraud anyway. If Monzo is a victim of fraud then that isn't really OPs problem (or business).
I can totally understand why someone would want to know if their address is being used to defraud another party - but you have no legal right to know such things if they don't involve you directly.
