If Monzo have sent to wrong person It is a data breach .They need to be aware.

Monzo almost certainly won't discuss their internal processes for checking identities and checking addresses etc, with you.
If they told you their processes, and the potential gaps in their processes, you could use that information to help you defraud Monzo in the future.
In fact, from Monzo's perspective, they don't know if you (or your family member or your friend) were involved in acquiring the debit card using a fake name - as part of an attempt to test their security, and/or commit fraud etc.
Or you might be up to mischief - for example, you might have opened your partner's mail, found their new debit card, and then pretended to Monzo that your partner doesn't live at your address - in order to get their debit card cancelled and their bank account frozen, as some kind of revenge, or to restrict their access to their money.
Similarly, they won't tell you what action they are taking as a result of this - as you might be the 'baddie' and they don't want to 'tip you off'.

The OP should not have opened someone else's mail. He is not a Monzo customer and has no cause to complain to Monzo. He should have just reposted the letter marked with "not known at this address", as I have done (with other banks) in the past. It is then up to Monzo to sort out what is their problem, and perhaps that of a customer. It is not the OP's problem.

I have a totally different take on this.
I am protecting my own interests and have no wish to become a victim by means of someone using an asset of mine (property) as a means of possibly perpetrating fraud which has eventual repercussions on me and/or my family.1 -
By the same token I have no means of knowing that staff of the bank are not complicit in some kind of mischief.

Terrible advice.
First, he's legally permitted to open it for the purpose he describes. He'd be foolish not to.
The OP needs to phone Monzo back again and report it to the fraud department, not just the default customer service number as they've already done.
They also need to report it to Action Fraud and get a reference number.
If it's an admin mistake then no harm done. But if it's an attempt to gain credit by use of his address then an early report could well help proving that he is not involved. Reporting these things also helps other people who may be affected.

You've checked one report? there are at least 3 that I'm aware of, likely more. I'd continue to check for the next 2 - 3 months at least as it may take that long for something to pop up.
@Isthisforreal99 - If the reports are anything like some I've seen then there is normally a list of "related" people noted as well. So someone like the previous owner might be listed, or someone who is using that address for some other reason like credit fraud. Also variations on a name, family members. Also previous addresses of the individual whose report it is. Yes these are not used (normally) to determine if an individual might be allowed credit but says something about the dwelling and the lifestyle of someone which might ultimately be significant to a potential creditor. So my report would show someone with a completely different name currently living in my house (my husband), the previous owners up to a certain date, where I used to live, who might be living there now etc.

Credit files will show previous addresses of the individual whose file it is, and financially-linked associates, such as those sharing a mortgage or current account.
They won't show other people who previously lived at the individual's current address, or people who subsequently lived at addresses you'd lived at?

As an 'ambassador' you really shouldn't be coming out with such nonsense. Your husband may be on your report as presumably you have joint accounts/mortgage which makes you 'financially associated'.
No way should previous occupants and if they do let's see the evidence.

no evidence is available but I did see this sort of thing when working my last job. So it's not nonsense.
