There are exceptions to the CCR and that includes static mobile homes in some circumstances. It's fairly complicated and we don't have enough information to be able to say whether the exclusions apply. Its conceivable the retailer is correct they don't have to refund.
Furthermore, there is the Mobile Homes Act 1983 to consider.

Fair enough - I wasn't sure if the poster I was responding to was aware of consumers' rights to cancel distance contracts for convenience, but yes, these rights aren't completely unfettered. Is it worth clarifying your points by prompting OP for more specific information that would assist with ascertaining eligibility?

Yes.
I'm not sure what problems the sale of static caravans pose, but the relevant(?) parts of para 6 (Limiits of application: general) of the regulations say:
"… These regulations do not apply to contracts …
(c) for the creation of immovable property or of rights in immovable property;
(d) for rental of accommodation for residential purposes;
(e) for the construction of new buildings, or the construction of substantially new buildings by the conversion of existing buildings;…"
Whether these mean the OP can't cancel in this sort of situation I don't know, but regarding 6(a) i don't see the transfer of rights to a static caravan qualifying as a "creation" of rights(?).
(d) and (e) don't apply?

OP was buying a static caravan but not a plot; the caravan was to be delivered. I suspect this means those exceptions don't apply, ie. it's in-scope of the CCR.

OP appears to have bought a static holiday caravan rather than a park home (which is what the industry has called mobile homes for several decades). So I don't think the 1983 MHA would be relevant
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0 -
There was no plot arranged through the site. It was arranged elsewhere
