Call me cynical, but once they've established a pay-per-mile tax for EVs it's only a stroke of a minister's pen to extend it to include ICE vehicles.

However this is irrelevant to the OP's question as they've not mentioned EVs or any other modes of transport. For all we know they walk everywhere.

Good luck getting anyone to sell one, any energy supplier agreeing to use your purchased meter and if a smart one, the DCC enrolling it.

It would helpful if people would be more accurate when discussing Smart Meters.

Smart Meters don't save any one anything and never have. What they can do is provide access to a different tariff. It is the different tariff that may provide reduced cost not the Smart Meter.

When someone says "my Smart Meter saved me money" we instantly know that is not correct, it is an outright lie.

Once a lie has been uncovered in the comment then that can lead to the rest of the message being also disregarded as unreliable information despite it possibly being useful detail.

A more accurate statement such as "My Smart Meter gave me access to lower cost tariffs" would avoid that instant judgement that all the information given is inaccurate.

You are ignoring all the people who have used their IHD to spot forgotten loads running when they shouldn't, like an immersion heater, or have been able to use one to work on reducing their background load by unplugging things that don't need to be plugged in all the time.

Yes the long term gains come from access to better tariffs, the short-term gains come from making consumption visible…

Pay per mile has long been touted by parliamentrary committees in past few years - as the only sane replacement for the c£50bn peak that fuel duty + the 20% vat on the duty - was bringing into the treasury - that figure just pre Covid iirc.

Provided the levels set appropriately - and pay per mile replaces duty for ICE - I dont see that as a big issue.

Say 59p+VAT = 72p/ litre old duty level and say around real world for many ICE 40mpg - 9 mpl = 8p/m

= +£200 road tax /8000 miles per year - another 2.5p/mile

Call it a nice round 10p/mile for standard cars - to be paid up front based on estimated / past mileage

the ECS £425 on expensice EVs - another 6p/mile.

And the first year VED that really punishes heavy CO2 users - will have to be called something else - possibly staying upfront - to avoid a hit to treasury cash flow - wasnt their a car purchase tax and VAT at one stage

(Their used to be a third tax on new cars - it got wiped for motability users - in the 70s maybe 80s)
