I think that they read modern meters by bluetooth or similar - they open the flap, stick a device in the hole andc close the flap….

No they don't they just drive by in a van with the reading equipment in that.

If that's the case - they could not be reading the wrong meter - could they ?

is there a stop tap down each hole? If so, turn one and see if a neighbour complains or you lose water to your property. Do a double check by turning off the other. Then you’ll know which is your meter, then you can check the meter serial number on the meter and your bill.
Have potential neighbours been away for a long period perhaps?

Yes, there are taps in both holes - I need a stopcock key to turn them - they are 2 foot down, can't reach them

And neighbours have been here for years without a break

I have submitted a GENERAL ENQUIRY - so let's see what that produces !

I’d be using the money saved to buy a stopcock key to get to the bottom (no pun!) of this. Can’t imagine why there’d be two stopcocks for one property.
