Why is my water bill so low?

I don't understand water bills - we had an accessible downstairs wet room added and our bill (DD) dropped to £14.50 per month !
We are not on any special tariff and are on a meter..
I do use more water than I did previously - because of health problems (toilet) - but how can our bill be so low ?
Also - We are building up credit !
I think that our water company (Wessex water) has made a boo boo - but if I tell them - how far back are they allowed to go to make up their losses ?
Here is our bills over the last 4 years !
If they are stupid enough not to see something wrong - Why should I pay their shareholders ?
Here is the detailed bill upto 28th Oct - the figures don't tie in to the chart above at all and 7cu metres of water seems a bit low !
Could the meter be faulty ?
38 litres per day is what they reckon we're using !

Are you being billed on actual usage, or on estimates? Are you being billed for the correct meter?
They can and will go back up to six years, there is no back billing for water like there is for electricity even though some people (and some AIs) will tell you there is.

I assume that they open up the flap in the pavement and write down the ACTUAL readings

I wouldnt assume anything with these companies. Take a look at the meter yourself abd check the serial number and the reading match your bill.

Maybe check it's registering usage accurately? Not sure if you can do that yourself by filling a few buckets or if the water co. would need to do it, beyond that im not sure there's much else to do?

What type of property. Is it a flat?
Has it ever had any conversion work?
Where physically is the meter located?

No its a semi

Seems to me as though the meter has failed.
Whether you tell them, or not, is a matter for your conscience.
