I am the same " do not possess the necessary hardware to run an app"
Existing customer I asked if they could post forms to me citing disablement not able to operate touch screen devices to run app. no reply.😥

Make it a formal complaint - for both the lack of any response and the lack of a substantive answer to the issue you raised. Ask if they are aware of their responsibilities under the Equality Act 2010.

Just what l needed. Thanks for that.

Wouldn't that just be double counting?
The lack of any response must include, by definition, the lack of a substantive answer.
There are a number, albeit a small number, of financial organisations that are app only. If being app only was somehow believed to be in breach of the Equality Act 2010, wouldn't they have been shut down by now, and questions asked as how they were ever permitted to start trading in the first instance?

When I was in my last job and many years ago, I was sent on a day’s course with 5 other young ladies for advanced excel users. Completely out of my depth and utterly shamed. I only knew what I had picked up myself and the job I was doing was only temporary anyway as I was finishing work. Nowadays I use Mac numbers which is similar, but easier to use I find. Still like messing around though. 🥵🫣

No, while lack of response does imply the lack of a substantive answer, they are two separate grounds for complaint.
If they had given a response which failed to address the substantive matter that would still be a ground for complaint, and there's no reason not to complain about it along with the complaint about failing to respond at all.

With a bit of careful thought, I'm sure the number of grounds could be advanced beyond two. 😉
I'm reminded of the following…

You can provide a response that is not substantive. Agreed.
I'm not sure how you can fail to respond and fail to provide a substantive response without double counting.

For the avoidance of doubt, please define 'double counting'.
But I see two failures, and therefore two grounds for complaint.

I do see where @gpman is coming from. If you don't know the substance of the response, due to not having received it, how can you judge it? The time to complain that it is not substantive is after they address your complaint that you haven't received it. It might have been a monolith of wisdom so dense it has its own gravitational pull, but you were deprived of it due to technical issues.
