    Mileage blockers can be bought in any dodgy pub in Britain.

    I'm sure the Civil Service can come up with a range of complex options which will cost more to administer than they will generate in revenue

    Nobody complains about 6p/mile (at 45mpg) + vat on petrol and diesel, frozen since 2009.

    The "best" system is one that generates the most revenue for the least cost.

    An honesty system of reporting costs nothing, and will rake in the cash.
    For every person that defrauds the system, there will be dozens if not hundreds who don't.
    Every 3p they raise is 3p more than they raise now, so it is still a win if there is widespread fraud, as long as everyone coughs up something!


    (Cynically, most government departments will happily spend £10,000 of taxpayers money pursuing £1 though, so expect something expensive that doesn't work properly and costs £10 for every £1 it generates) 
    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    (except air quality and Medical Science ;))

    There is already a fleet of vans around the country, that just needs the stickers changing from "Safety Camera Unit" to "Safety & Revenue Camera Unit" ;)

    Add in a small admin charge for your electricity company to snitch on you ('green energy usage statistics') and random sampling of manufacturer telematics and it'll be a slam dunk IMHO.

    Except you are missing that like ICE & their MPG some cars are more efficient than others.
