You can prune it down a lot if you're linking them together in a journey sequence, or dropping redundant points in the chain (i.e. in a straight road you'd only need to record the first and last and not every junction).

But the data would be produced by camera, which you'll need 1 per lane per direction. That'd at minimum need a timestamp of a few bytes (assuming you're storing them sequentially), 7 bytes for the plate number, a few bytes for a camera id, and some checksums. Assuming you also need to keep the image for verification purposes, that's a few KB.

All motor vehicles covered 332bn miles, with something like 2 junctions per mile, is 664bn camera recordings. At 25 bytes/recording which is very low, that's still 'only' 17TB in raw data.

But then you need the logic to identify which cars were on which journeys, what the journey lengths were, and tie tie in to billing in a way that's safe and reliable given you've now to complete location data for all cars in the country.

Compare that to 44 million cars using a GPS system and reporting just the mileage back every week. 7 bytes for the plate number, 4 bytes for the mileage, 1 checksum, time 52 for a year. That's 26GB of data (virtually nothing) and no privacy concerns about having the location data of all cars in the system.

Of course, if you roll it into the MOT then you've reduced it to virtually nothing.

Your forgetting the IT cost & timescale for any reporting of mileage. Ever known a government IT come in on time & budget?

As a guide it cost £20 Million for clean are zone in Leeds. Which was scrapped due to the reduction in covid. That was just for the cameras etc.

They have a £25 billion hole to fill. Not waste even more setting it up.

My point was largely that a camera based system isn't viable. The cost of installing and maintaining all of the cameras would be astronomical.

But paid for from a different pot ;)
When has any government ever shied away from spending £1000 of tax payers money for every £1 of return?

What about the time it will take to install them?

    No problem.
HS2 has been absorbing £ gazillions since 2009, it took 'till 2019 to even get the diggers out, and there is no sign of it being finished (even just the cut-down first bit) for many more years and even more gazillions of my money yet.
Why would "Revenuecam" be any different?

We've covered all this at some point in the 10 odd pages of comments.

If I were God-Emperor I'd just go for the honour system of self reporting backed by MOT records.

Doesn't cost anything, nothing to do except count the money, and every penny paid is a penny more than we pay now.

So what if you do some of the mileage abroad, on a private track, or even on axle stands with the wheels off the floor?, you can just pay the tax on it as if you drove along the M1 (and there is provision in International agreements to charge UK taxes on UK registered vehicles when they are abroad anyway)

So what if 10% of people, or even 50% fiddle the system? as long as they pay something, revenue is being raised, and I suspect the majority won't fiddle.

If it becomes obvious that more than 50% are fiddling, and shirking a gazillion £ in revenue, then it will be worth investing in a more robust (and fabulously expensive) system.
