How will they implement 3p per mile charges for driving EV’s ?

Although this is positioned as a "consultation", the government seem to have made their mind up - on this aspect at least.
Even if a tracker were to be proposed, I'd expect the motor industry strongly to resist any UK-specific built-in tech.You don't really believe that guff do you. Much of the technology that we have today has been undergoing testing for years. PPM has been talked about for many years and has only now come to the surface because of EVs and the loss of revenue that they bring. Petrol/Diesel has been easy to collect but based on 2022 figures produce £28 billion per annum. Road Fund licence produced £7 billion - there was of course the hiccup when they stopped issuing the tax disc but ANPR has helped bring the income from that increase.They have now introduced the RF for EVs but without PPM they government stands to lose a lot of moneyRelying on people being honest on their mileage is pie in the sky and they will have no choice but to use technology instead of asking do you beat your wife.The SMART meter was never intended for use in the UK but then the suppliers looked at how it had worked in Italy so brought it here. Never ever say never when looking at the ways govenment come up with how to take money off you.0 -
For various reasons, I don’t currently drive an EV, although I know that it’s coming at some point. That means that large chunk of the money I spend on fuel goes to the Government. In theory this is then used to maintain roads, but there’s often more important things to fund so in reality it goes into the general point. The more miles I do the more fuel I use. If I took my car abroad, I accept that some of the fuel that I put in in the UK will be used on foreign roads, and likewise any fuel that I pay for abroad might be used in the UK.At the moment, EVs have not needed to pay in the same way. PPM was always going to come in sooner or later simply because of the reduction in fuel duty being received. If things carried on as they currently are, an ever shrinking pool of drivers (statistically the poorest) will be funding the maintenance of roads and other public services while EV drivers enjoy the benefits. At some point, this shrinking pool won’t bring in enough to pay for everything.2

I'm pleasantly surprised that they're going for a sensible low-tech solution. Some sort of roadside monitoring system would cost vastly more, arrive late, and wouldn't work.And yet multiple camera's are appearing all over the country. Geoff Buys Cars on YT commented a while back on some new cameras that popped up outside
Kidderminster/Worcester? A few weeks later we noticed some additional cameras near the local ASDA and more have popped up since at major junctions.
Playing a game of could I get to work avoiding them all has been spoilt by them adding more cameras this week not at major junctions.Censorship Reigns Supreme in Troll City...0 -

There was resistance to the Tachograph at first but it quickly went away. I was involved in the marketing and fitting in the very early days so have first-hand experience. Strangely enough it was the operators who complained most. Drivers were very quick to ditch the log book when given the choice.

They already require a photo now for the MOT - to prove the car was actually at the MOT stationjimjames said:

So MOT stations are already set up for that, so an extra photo of Odo should be no issueThat was just a limited trial this year at a few stations.Someone at whatever VOSA call themselves now decided that photographing the car on the ramp would magically stop a dodgy MOT being issued.Most people apart from them can't understand how, but I suppose coming up with the idea ticks a box and justifies someone's salary....I want to go back to The Olden Days, when every single thing that I can think of was better.....

There are a lot of things in/on cars that you may not think about it. Years ago a customer asked they there was no safety chain on his Fiesta spare wheel. The fixings were there but no chain yet the handbook made reference to it.
The handbook is generic and covers ALL territories. It was a requirement in Sweden if I recall correctly.
If a countries Construction & Use requires something a vehicle to comply with their rules the in the case of PPM they will simply switch it on or off as required.

The question is whether they will go for a self-reporting option that would be cheap, easy and potentially corruptible... or whether they will want something more robust at a potential cost in terms of money and inconvenience.
There's also the possibility that they will drop it when they realise how tricky it will be to get something fair and effective vs. the smallish amount of money to be raised. (In which case, will they raise EV road tax to compensate?)0
