Your keeper appeal was rejected and I assume that Parking Eye issued a Popla code ??
In which case your options are
1) keep trying plan A, because you should have been working on plan A from the get go. Plan A ( your complaint to the management company ) was, is, and always will be your best option to resolve the situation
Plan A never stops, its the most important part of this saga, so keep at it
2) you draft a popla appeal and upload it to popla, now that you have a popla code, the second stage appeal, but you submit it around day 30 following the rejection date, because you are still trying plan A in the meantime
This popla appeal is based on
Pofa2012 NTK PCN failures
Driver not identified
Keeper not liable
No landowner authority
Poor and inadequate badly illuminated signage
or
3) you ignore them ( but keep trying plan A in number 1) above )
I would suggest that you do 1) and 2) , not 3)
As a refresher, the vehicle was onsite for no legitimate reason for 19 minutes , around midnight, so trespassing after hours, no offer, no consideration, no contract, forbidding signage, NTK not Pofa2012 compliant, driver not identified3 -

Wrong move unless you have a killer point.
Doing POPLA is likely pointless, will put you on the back foot (because most people lose and in fact, ParkingEye in particular are damn good at POPLA evidence) and - even worse - trying POPLA means you can't get it cancelled by the retailer later on, when otherwise you could.PRIVATE 'PCN'? I've tried again with the land owners. They couldn't help. I tried again with TJ Morris but they said to use the support email but I'd already tried that and been told to appeal through parking eye.
If I don't put the popla appeal in today, what happens next?
I feel trapped, frustrated and angry. For my peace of mind, I wish I'd paid the fine. For the sake of everyone else that they prey on though I feel compelled to keep trying.
I just don't know how. I'm not convinced that my popla letter would get anywhere. It's mostly a copy paste of one I found on here but it wasn't specific to my case, naturally. 0 -

You'll never pay this and it's not stressful at all.
Personally, I think POPLA is useless but put it in if you want. As long as you promise us NOT to pay if/when you lose!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
