Your keeper appeal was rejected and I assume that Parking Eye issued a Popla code ??
In which case your options are
1) keep trying plan A, because you should have been working on plan A from the get go. Plan A ( your complaint to the management company ) was, is, and always will be your best option to resolve the situation
Plan A never stops, its the most important part of this saga, so keep at it
2) you draft a popla appeal and upload it to popla, now that you have a popla code, the second stage appeal, but you submit it around day 30 following the rejection date, because you are still trying plan A in the meantime
This popla appeal is based on
Pofa2012 NTK PCN failures
Driver not identified
Keeper not liable
No landowner authority
Poor and inadequate badly illuminated signage
or
3) you ignore them ( but keep trying plan A in number 1) above )
I would suggest that you do 1) and 2) , not 3)
As a refresher, the vehicle was onsite for no legitimate reason for 19 minutes , around midnight, so trespassing after hours, no offer, no consideration, no contract, forbidding signage, NTK not Pofa2012 compliant, driver not identified3
