Yes, they do, but it's usually very low for a CC, e.g. 5.9% currently for my Clarity (normal rate is 23.66%)

The "near-perfect" rate is MSE marketing gubbins for the average person, as I already said, you get the Visa rate on the day without fees, rather than the MasterCard rate on the day without fees since they changed. Lloyds and Halifax are the same effectively and they are phasing out Halifax altogether anyway, you won't see any difference between spending on the Ultra and on the Clarity - same group, same card issuer

Barclaycard reward credit card is the only one don't charge interest from day 1 from memory.

FYI I've just returned from Gran Canaria and used my Ultra card for all my spending. On days that I checked I was getting a consistent 1.17 exchange rate which I thought was really good. Also had zero issues using the card.

I answered the question in regard to exchange rates, they are the same rates on any card with Visa branding as Visa set the exchange rates, not the bank.
Fees are a different kettle of fish but it's a different world to when the Clarity card was released, there are a significant number of fee-free foreign transaction cards around now so in that regard the Clarity is no longer unique.1 -
And the good old days when you could get £5 by spending £300 on the Clarity card.
