How to stop repeated PCNs issued because of ANPR fault?

Can you please advise me on how to avoid repeated PCNs sent to my address for the alleged offences, which did not happen?
I am having a recurrent issue with TPS, who are sending me PCNs for the non-existent parking offence due to the ANPR fault when multiple short visits of the car were recorded as one single visit. In the meantime, the car was parked elsewhere.
The first PCN was issued in March 2025 and after my appeal it was cancelled. I am grateful to everyone on this Forum for their advice on that case, discussed here: https://forums.moneysavingexpert.com/discussion/6591450/anpr-fault-how-to-prove-it-and-avoid-charge#latest. On advice from @Fruitcake , after that incident I bought and installed dashcam in my car.
I have also contacted my employer, for whom TPS manages this car park, and my Trade Union who communicated with my employer about this issue. The Union claimed that staff were being fined inappropriately by TPS and that affected their conditions of work. After several meetings with TPS, my employer stated that they established fortnightly meetings with TPS representatives to review ANPR usage and any issues or concerns that may arise.
Unfortunately, I now received another PCN from TPS claiming that my car was in the car park while it was not actually there. Yet again, ANPR cameras did not record the car leaving and re-entering the car park in between the times stated on PCN. Now I have continuous dash cam footage for the whole day that definitively proves the car was Not in the car park as claimed by TPS. I took two stills from dashcam and made an appeal to TPS, asking to cancel their PCN.
My question is – how to stop TPS sending me PCNs based on the incorrect information that ignores ANPR “ghost images”? I consider it as a harassment, and would like to know if I can take PCN to small claims court over these repeated incidents.

Sue them for compensation for distress and harassment. Not joking.
Sue them under the DPA 2018 (data abuse, they had no reasonable cause) and under the PFHA (harassment for a debt not owed).
It's been done before and you can claim for £300 for a £35 court fee (which you claim back too). You could even lust the expense of the dash-cam as a direct cost/loss caused to you, purely bought to avoid TPS scam ticketing and no other reason.

The camera IS capturing every exit and entry. It's just been pre-set to default to 'first in last out' across a 24 hour period and nobody at TPS is doing any human checks of the images to check for double dips BEFORE applying for DVLA data.

This is clearly a work issue, and you should notify your manager that you will be dealing with this at their time and at their expense, and you would like your employer to cease sending you demands for payment from their agents to your home addressFrom the Plain Language Commission:

Thank you for your advice @Coupon-mad and @Half_way . I had a response from the employer that they would raise the issue with TPS - I am not sure what comes out of it. I told them I would seek legal advice, and consider it as harassment.I will look into the small court now, but might not be able to action/complete the case immediately due to a loomign deadline. Thank you againThe word they need to use is to instruct their agents to discontinue the court claim, something that they can do, but most parking company's try and fob people off by saying that as court proceedings have commenced they can not stop the court process, which is untrue, the only thing is that discontinuing will cost them.You could also tell your manager/employer that they could also be required to attend court and testify and any such court case will take place during working hours/time and company expenseFrom the Plain Language Commission:

You need to compose a Letter Before Action and give them 30 days before actually making a claim.2

I have never been to the small claims court, and would appreciate advice. @Half_way, my employer said they would ask TPS to cancel the curren tPCN, but I do not want it to be repeated again and again. @Car1980, can you please advise on how to compose a letter before action, whom to address it to and send it to?0

If your employer is the principal who contracted the unregulated PPC, then they are jointly and severally liable for the data breaches caused by TPS.
Depending on your relationship with your employer, you may want to include them in the letter before/of claim, and court claim, pointing out their liability.
Your union should be all over this and banging the table, demanding the employer stops this from happening in the first place. Fortnightly meetings with TPS are no good if you have received a fortnight's worth of unfair PCNs.
The obvious question though, is why hasn't your employer given TPS a whitelist of permitted vehicle registrations so the ANPR scameras don't ping your number plate in the first place.

Thank you @Fruitcakefor your comment. My employer is going through the period of significant financial trouble, and the Uniony are preocuppied with trying to save people's jobs. While I have been askign the Union to interfere, their priorities at this moment lie elsewhere.I am not sure how to write a letter before claim, and feel worried about going to the small court without understanding how it works and worked on previous occasions. As advised by @Coupon-mad, I seareched the forum for "Simon Clay Charlton", but could not find many relevant references. I would appreciate advice on how to strat the process of preparing for the small court.Regards
