I may not be successful in the draw but still expect TSB to stick to their own rules as there are 155 winners that should be aware today.

It's notification by 20th November. The draw was a month ago "on or around 20th October", so I can't really see why they'd wait until the very last day to notify winners.1

It was on a facebook in reply to another person enquiring about it, the say they'll publish the winners by the 27th. Was on the live chat with them earlier, and they said that winners would be informed by today. However, they also said that there WON'T be a published list for everyone to view.
Essentially, you will only know if you've won, if they contact you.0 -
My expectations of wining this draw, or the Halifax one, or the Santander one is zero. So won’t be disappointed! Still I did get my £10 from TSB for the 20 debit card spends. With another £20 to come!0

My expectations have certainly lowered since discovering that some people had 40 entries

Rule 8.28.5: Promoters must either publish or make available information that indicates that a valid award took place – ordinarily the surname and county of major prizewinners and, if applicable, their winning entries.
For previous draws TSB have provided the initials and counties of winners.1 -
