Ooh! Please post the decision or did Napier just offer no contest? This might help @lily10Jigglypuff_12 said:In light of my IAS appeal. I have won and Napier have conceded the PCN 🥳PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I've just received the decision to my appeal and they have cancelled the parking charge!! Happy days!!6

That's fantastic - well done! I didn't appeal through the IAS ( mainly because this forum seems to suggest that it is usually a waste of time). So all I did was appeal directly to Napier - they rejected that but reduced the fine from £60 to £30 ( I think because they know they don't have a leg to stand on). The date to pay this expired a week ago and I've had nothing since.GreenFraggle said:I've just received the decision to my appeal and they have cancelled the parking charge!! Happy days!!
I expect that something will arrive in the post in the next week or so and I'll update here.1 -
Glad I found this thread. I just got a PCN from guess who? For guess where? I was 'parked' for 5 minutes. Well within the grace period. Well, from 18:34 to 18:39:13.On the date in question (6 Nov 2025) there were roadworks on Station Hill and the main entrance to the Sainsbury's car park was partially blocked so I went round to the other entrance. I did not know it was the private car park. I tried to read the signs, couldn't make head nor tail of them so drove out. Then I get this.I have just submitted my appeal and I wish I had been on time to contribute to the public consultation.I also used my work email to reply to them (I work for HM Courts & Tribunals) so they are really playing with the wrong person.I hope everyone else who gets a ticket sees this thread and follows the very pertinent advice.3

So..just an update here which is that after rejecting my direct appeal to Napier ( not via IAS) and then offering me a reduced settlement of £30 payable by 10/10 which I ignored I have heard absolutely nothing since. Their letter effectively said that if I didn't accept the £30 it went to £100 payable by 24/10/25. So a month has passed and I've heard diddly squat!
I'm assuming not to contact them but am just slightly concerned that I might not have received correspondence that I might need to deal with. Any advice please as to what you think my next move should be, if any?
Thank you1 -

Not that I know of - there should be no reason for that. I've lived at my current address for 25 years.Coupon-mad said:Do they hold two addresses?1 -

Update to mine. They have photos of my daughter getting into the car, so they are alleging that I was there to pick someone up, which is true.I have stated that I was not parked, as I never got out of the car. And the photos show that at the entrance to the car park there is a great big sign that says 45 mins free. Their signs are all small and thrown onto a lamppost. They did reply to my appeal with the IAC and uploaded not only the images of my car in a bay with my daughter getting in, but also their signs in PDF format.I replied that they failed to show the positioning or size of those signs.I have not heard anything from the IAC since. I presume the adjudicator will decide. I would be surprised if they rule against me seeing as they have upheld recent appeals on the same grounds, but you never know.0

Did you show the IAS the sign offering 45 minutes free? That's the crux. Doesn't matter what the driver was doing.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
