            ANPR takes a single image of numberplates that pass a certain point. It's not video. If ANPR is positioned pointing at both sides of the possible route round then yes they will know the car was within the Napier side.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

 GWR have told me that Parkopedea own the land but this seems odd to me. Does anyone know of a connection between Parkopedea and Napier parking? I don't trust this detail entirely and still wonder if this is railway land. I've emailed Napier Parking but they can take 28 days to reply to emails!
 Any advice would be welcome at this stage - I have looked at the NEWBIES thread but I cannot appeal to the landowner without knowing who they are.

 Googling this morning and came across your post as I've received a 'reminder letter' from Napier for the same carpark for an incident back in July. I've been in touch with them this morning to request further info as this is the first I've heard from them regarding the PCN (we've had several incidents of missing post in August including a big birthday with missing cards, vouchers, cash etc).
 Looking at the article another poster shared, it looks like we aren't the only ones!!

            I'm about to submit my appeal to Napier Parking. I have amended the standard template as follows:
 I've highlighted the changed parts in bold and removed parts that aren't relevant. Please could you let me have any feedback before I send off. I haven't attached the letter to my MP here.
 Thank youI dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I have made a complaint about your predatory conduct to my local MP and notified my local newspaper after it appears many complaints have already been highlighted about this particular carpark and the confusing signage. https://www.gazetteandherald.co.uk/news/25386689.sainsburys-shoppers-fined-confusing-chippenham-car-park/ 
 There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include close up actual photographs of all the signage you contend was at the location on the material date as well as your images of the vehicle.
 I attach the letter to my MP and all the images that I have since taken at the site – it is clear that on the basis of exceptionally confusing signage this case can go absolutely nowhere and this PCN should be cancelled to save everyone time..

 I'm slightly confused - I thought the advice was never to ignore.
 I don't expect it will have any effect at all but is the advice of this forum then to wait until debt collector letters ( ignore those) and then deal with Court summons at that point by returning to advice here?0

            Appealing this to napier will not get it cancelled
 Wait until you get a letter before claim from BW LEGAL (ignore any others) then you can respond to that but you will get a court claim regardless
 Inform them if you move

            I agree.
 There's no appeal that works v IPC firms because - by all accounts here and the skewed devisions against consumers - the IAS is considered bent.

 You could give the futile 'appeals' farce a go, merely to get us another useless IAS Decision for my thread but it is banging your head against a brick wall. 95% of adjudicated decisions go against motorists. You couldn't make it up! But the IAS do.
 If you aren't minded to bang your head against a brick wall simply wait, contacting Napier only if you move house (obviously...) which the official MSE Guide linked at the top of every page - checked by yours truly AND by Martin Lewis this Summer - already tells you.
 I suggest you both read it.
 THEN PLEASE (please!) DO THIS IN SEPTEMBER - THIS IS WORTH YOUR TIME:FIGHTBACK ALERT: Please do the government's Public Consultation. We need every poster to complete this vital survey before the deadline. See this thread: We understand that you may need some pointers. It looks laborious, we get that. It doesn't matter; no knowledge is needed except re your own experiences so you can call out a scam industry and you'll protect millions of motorists and help change the law. I've written some guidance to help focus new posters on the issues. I've covered almost every question, providing ideas if you agree with our stance on things like DRFs, which we say must be banned.  Seeing as you have the same experience in the same carpark ...just to let you know....I initially contacted the MP for Chippenham ( where this carpark is located) ; She said she has already dealt with a number of interesting cases re Napier. However, she couldn't deal personally with my case as my address is outside of her constituency. I then contacted my own MP and got a really positive response to say that he will liaise with her and her team (which she agreed to) to find out what her experience has been.
 So she might be worth contacting.

            I have had a PCN for being there 9 mins at 22:41:32 to 22:50:51 … joke.
 I parked next to the path out of the station as I was picking my boyfriend up late at night and being a lone young woman I was not getting out my car for no one. I couldn’t park anywhere on the road or in the train station car park as it was having renovations .. literally no signs when parked up or viable to see in the area when it’s dark .. so as everyone’s said you think it’s Sainsbury’s car park!!
 I have done an appeal but absolutely useless and now trying to IAS but who knows.
