Baroness Taylor of Stevenage has actively led and campaigned on the private parking topic from both sides of the dispatch box:
- As an Opposition Shadow Spokesperson (2023): While Labour was in opposition, she was a key frontbench voice demanding action on rogue operators. In September 2023, she challenged the previous government in the House of Lords regarding when the withdrawn Code of Practice would be reintroduced, citing RAC findings that parking firms were unfairly fighting caps on debt recovery fees. - As a Government Whip & Minister (2024–Present): Following Labour's election victory, she was appointed to the Ministry of Housing, Communities and Local Government (MHCLG). Since early 2025, she has been the designated minister answering parliamentary questions, leading government debates,

If the scam debt colection charge is baaned ?
What will the debt collectors do ? Still chase for the basic amount and what share of the action will they get ?
What expanation will the dodgy legals gice ….. will they all revert to the DCBL rubbish calling it DAMAGES. What othere excuse will they use to fool the courts ?
wIll this be the end of dodgly legals who use fake amounts that is double revory ?

Well, there's no halfway house. It goes or it needs legislation.
It's currently unlawful, but bizarrely exists because two trade bodies tell their members to charge it.
If the CMA actually decided to investigate the BPA and IPC on the issue, they'd be in a whole heap of trouble.
I would also be concerned at DCB Towers. They're going to uncover a hell of a lot about them in their Euro Car Parks examination.6 -
It'll go back to how it was before the DRA fee. The BPA only added it to their Code in 2020.
Debt Recovery Plus used to take about 15% of PCN value. So £15 was the old amount.
Now the DRAs split the £70 extortion between them and the PPC, so the DRAs are known to currently keep £35.
From that they make super profits as it's a numbers game. It'll be good competition for the DRAs instead of the current 'cartel style' £70 price fix unlawful add-on being split 50/50.
I reckon they'll go for something in between the old £15 and current £35. e.g. £100 PCN, £75 to the PPC and £25 to the DRA.
And even better, plenty of PPCs will decide to issue the follow-up letters themselves to maximise income and are likely to see more cases settled without involving a third party.
And the better PPCs will (rightly) be jumpy about any dodgy conduct (such as refusing transfers of liability or lying about the POFA) because they know we'll tell thousands of victims to run to the CMA and the Scrutiny Board at the drop of a hat.

Baroness Taylor of Stevenage is no longer a Parliamentary Under-Secretary of State at the Ministry of Housing, Communities and Local Government (MHCLG), having finished that role in June 2026, and she has not taken over handling the code this month.
Parliamentary handling of the statutory Private Parking Code of Practice was previously handled by junior minister Nesil Caliskan MP, though recent July 2026 ministerial changes mean specific portfolio reallocations in the MHCLG are still being finalised following the latest government appointments.

At the time I posted my initial message I was indeed informed by AI and by the Gov/Ministry online info that Taylor had been (re) appointed and was continuing to lead on the PP agenda. She had announced the Autumn deadline in the Lords (30 March) and clearly has a history of concerned PP/CoP engagement in Govt and in Opposition.
Caliskan in comparison has a similar Local Govt background, much less Westminster experience and no Hansard record of engagement with the PP/CoP area. Caliscan took over from Fahnbulleh on 12 May - Fahnbulleh being recipient of the CMA letter on 27 April
Given that Govt & Rayner absolutely cannot afford a dropped ball on any issue at present - and certainly not a second one on this issue - it would seem very prudent to have someone like Taylor visibly active in the background along with CMA giving voice to fundamental consumer law enforcement as a reinforcing message to ATAs. She offers continuity, experience and some visible hunger for an end to the uncertainty around the CoP.
I remain optimistic that at last there is a sense of purpose and determination visibly in play - maybe even an overdue present in time for Christmas 26!
