    Petition - hot air debate in time for summer recess. The Private Parking Act completed al stages and yet is still not an effective instrument due a successful ATA lobby and inept development of the statutory CoP. In theory the Housing, Communities and Local Government (HCLG) Committee - a cross-party House of Commons select committee in the UK Parliament - should exercise its core mandate to scrutinize the policy, administration. In practice it is just one of the many talking shops that cost a fortune and deliver nothing of value.
