I predict that - due to their often illegal charges and excessive camera surveillance, race to court approach, abject greed and disingenuous consumer blame culture - your industry is up the creek without a paddle ... and you'll find out soon enough.
Had you noticed every time your industry pushes back, what you then get is worse for you? The BPA's Steve Clark noticed that 4 years ago and he wasn't wrong.

I have a totally different take on this, I'm afraid. Why are a married couple arguing about WHO should pay? Would they not be sharing their resources (money, in this case) equally, as a partnership?
As for WHETHER you should pay, it does rather seem that it was "your" error, so unless whoever is in control is likely to be charitable....
I like to think the posts here are genuine, but this kind does make me a little suspicious.1 -

Your husband was the driver, the person who didn't see the notice. He, therefore, is the one who needs to contest the fine. It would be kind of you to offer to check up on the positioning of the notice, however, it does seem somewhat petty to say that you should do the leg work following his error. Did he offer to take your parents, or did you ask him to? These tickets probably get issued due to people parking there when they are not using the GP surgery, so in probability if HE went there as the driver who used the space and explained who he transported the surgery could verify that it was in fact a genuine use of the parking bay and waive the fine. You need to talk calmly to each other as equal people with equal rights, both respecting each other.0

Some (like my wife and I) have a joint account and separate personal current accounts, and some will exclusively have separate accounts.0 -

a) Parking Charge Notice and Penalty Charge Notice have the same Acronym which is deliberately confusing.
b) The upcoming government code will change this to "Notice of Parking Charge" to properly differentiate from statutory notices.Always remember to abide by Space Corps Directive 39436175880932/B:

Wow, one could receive a NPC from NPC (Notice of Parking Charge from National Parking Control). Confusing - not!3

If this is from a private company and it is an invoice rather than an official fine, the driver is only responsible if they have been identified. If not, it is often better not to reply at all. Still, it is a good idea to double-check the details on Parking Cowboys or use one of the standard appeal templates just to be safe.1
