You'll need to use photo evidence that there are no CEL contractual terms by the EV charger.
I am unable to get to the actual car park. I live in Derbyshire the car park is in Clacton-on-Sea. It would be a lot easier if I could get.
Also the ‘keeper’ of the vehicle is unable to drive due to medical reasons so was definitely not driving, does this make a difference?
I am currently trying to look for examples of how to appeal to popla.
No, don't bother then. You can't win at POPLA without evidence. Ignore them. You already know this from the NEWBIES thread.
I can’t afford to ignore them. The more I read the more I’m getting confused. I just don’t understand how to do this even with the examples, they all seem to be different, no PCN while charging. I do thank you for all your replies though.

Of course you can afford to ignore them
Since your not paying them why would it be an issue
Take advice from people who deal with pcns daily.

    Eh? You'll never PAY anything!

That was nice of the Co-op employee.

Just read the third post of the NEWBIES thread about POPLA stage and use those photos as evidence, with your first appeal point being that these are clearly Osprey Bays.  Osprey logo appears in each bay and Osprey signs, so theirs is the only contract and there are no CEL signs anywhere near those EV bays. Even if there were CEL signs in the bays (which there aren't), given Osprey lease those bays, THEY are the landholder and legal occupier. CEL would have to prove landowner authority from Osprey, the leaseholders of those bays.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    That is ok.
People think of the Co-Op store as just a supermarket but in fact there are several different co-operative group stores within the UK, some using the same branding and some slightly different. (used to be a lot more then there are now)
    (dull fact i know!)
You would never normally know it

I phoned the co-op head office (01473 786000) and explained our situation, spoke to Georgia who said she would pass this on to customer relations.

    GOOD NEWS!!!

Thank you ALL so much for helping and encouraging me. I was ready to give up. So sorry my brain couldn’t take it all in but got there in the end with your help.
thank you, thank you, thank you.
