    As a newbie,  you need to go to the forum list,  Motoring, Parking tickets,  fines and parking, then look at the half a dozen announcements below the yellow banners,  after clearing or closing any popups first 

    As for the pcn, you read it carefully and you tell me exactly what the reason is for issuing it  ( no assumptions,  no presumption,  no wild guesses   ). I definitely cannot see a reason for issuing it   ( although I can assume reasons   )

    The alleged contravention is not shown

    On a side note, seeing pictures of the signs in those bays would be helpful,  even if the shop took them and emailed them to you.  Perhaps Osprey would know   ?  Refuelling is not parking

    Unfortunately the sign on the Osprey chargers at that site are pretty darned clear:


    ZapMap users warn of the need to register in store (when open) for the free "up to 2 hours" parking (which is the site I grabbed the above photo from).

    Does that alter the advice to the OP (I'd not want to pay the PCN, either)?

    Its in line with what I thought too, so we can presume what the actual breach was ( not registering the vehicle inside the store  )

    But

    There is no mention of any contravention on the NTK PCN letter

    This is the photo I’ve gotten from online of the chargers in that car park. I have looked at the samples of PCN from mad coupon and ours looks like a non Pofa one. Does that make a difference? Just also spoke to Clacton co-op but have to phone back tomorrow to speak to the manager. Who I did speak to did ask if I’d stayed more than two hours (stayed half hour). We didn’t use the shop just the charger.

    Sorry for being stupid but does this mean I can appeal? I just have no clue of what to do. I keep looking but not getting anywhere fast.

    The keeper should appeal by next friday,  online,  as described on the back of the pcn letter,  no blabbing about who was driving or about the incident itself 

    The keeper just copies and pastes the blue text appeal template in that newbies thread in announcements near the top of the forum,  its in the first post, blue text to make it stand out 

    No additions,  no changes,  just the appeal template 

    But 

    Speak to the shop manager tomorrow,  as keeper,  no mentioning who was driving,  use the royal WE, we were charging the car but didn't know that we had to register the VRM details in the shop,  asking them to cancel the PCN ASAP as a goodwill gesture, giving them the VRM details,  incident date and the CEL reference number 

    This is known as plan A,  a landowner or business cancellation,  which should be tried first, the appeal to CEL would be later, so in a week's time 

    Nb, if the driver had read the sign, gone in, bought a KitKat and registered the VRM details in order to obtain 2 hours free parking in order to refuel,  this wouldn't be happening

    Gr1pr thank you so much for your time and patience. Unfortunately we did not see any of the signs otherwise we would have gone into the store. We are still getting used to ev charging (first ev) so in future will look out for signs like that. It was also at night and the lighting wasn’t very good but will try harder. Thank you again for all your help.

    Hmmm....  That pic I provided from the Zap Map Map of electric charging points for electric cars UK: Zapmap site was dated Yesterday, i.e. 2nd May,  (in the CHATS tab for the site).
    One from 6 months previously did not have the warning label below the screen. So we cannot know when those labels were applied.  Presumably after 7th April as you missed them.

    I find the info from the ZapMap site to be helpful.
    Under the INFO tab it warns that "charges may apply" (which I take to mean parking charges).

    As a new EV user also, I choose an alternative site with free parking or where ZapMap user chats advise more to make an informed decision.
