    1) study the Successful complaints thread in announcements near the top of the forum  ( guidance   )

    2) correct,  they didn't list a contravention so no case to answer 

    3) no popla templates on here,  just advice and guidance in post 3

    Hi all, I sent an email to the ceo of co-op but have not received a reply.
    we also sent an appeal to CEL but it has been unsuccessful (see photo)
    so now will send an appeal to POPLA.

    You'll need to use photo evidence that there are no CEL contractual terms by the EV charger.
    I am unable to get to the actual car park. I live in Derbyshire the car park is in Clacton-on-Sea. It would be a lot easier if I could get.
    Also the ‘keeper’ of the vehicle is unable to drive due to medical reasons so was definitely not driving, does this make a difference?
    I am currently trying to look for examples of how to appeal to popla.

    It makes no difference if the parking company complied with POFA 2012,  in which case they can transfer the liability from the driver to the keeper. If they failed to comply with Pofa then it can make a difference,  so the law can make a difference 

    Study the 3rd post in the newbies sticky thread for popla appeal advice,  plus study the recent cases in the Popla decisions thread in announcements too

    No, don't bother then. You can't win at POPLA without evidence. Ignore them. You already know this from the NEWBIES thread.

    I have just managed to get these photo’s from a worker at the co-op. There are no blue and white signs near the ev chargers. There are signs on the actual chargers that you have to register in store but we can’t remember seeing them at all and it was really dark because of very poor lighting.
