    Spoke to a manager at Clacton CO-OP and she said there is nothing she can do because they don’t own the land. A company called Creative Parking do. She has given me the email for them. Not sure what to put into email but will keep looking through stickies. With being unwell it has been hard to remember everything that I’ve read. Thanks for everybody’s help.

    Lies, or being mistaken, Creative Parking is a trading arm of CEL, Civil Enforcement,  a private parking company with multiple divisions and names. Private Parking companies rarely own or lease land, they tend to be contractors on behalf of the landlord or landowner. Sometimes these employees try to help but give out incorrect information 

    Civil Enforcement Limited also t/as Starpark & Creative Car Park & Parksolve

    The clue is in the name,  Creative Parking,  not Creative real estate Ltd

    I definitely would not email the parking company,  I would find out who the landlord or landowner is and complain to them.  You may need to complain about it to the Co-op head office or CEO, as they may have contracted with CEL, not the actual shop 

    Never assume that a business owns the land or property 

    Never assume that a parking company own the land either 

    Sorry to hear that you are unwell at a stressful time,  but the parking company wont give a monkeys,  sorry

    However,  if the keeper appeals it as keeper using the blue text appeal template in that newbies thread in announcements,  it's an easy win at popla due to the lack of no breach listed on the pcn

    No blabbing about who was driving or about the incident itself

    The website for this Co-op branch says they have only recently contracted Creative Parking/CEL.

    We have recently switched to a different parking management firm for the car park in our Old Road store. The new system was introduced to help protect members and customers who were struggling to find a parking space to shop in our store or with other local traders. This was in response to people using our parking spaces and not shopping locally, or as part of their daily commute.

    To use this new system, you’ll need to input your registration number in-store to receive 2 hours free parking. For those who are using the ATM, there is a free 10 minute parking limit without the need to register.

    If you have any queries, please get in touch with the parking management firm, please call their customer service line on 0115 822 5020 which is open Monday – Friday from 9am – 5.30pm.

    I will just send an email to CEL using the blue text appeal template. Hopefully they will cancel the fine. I really do thank you all for your help. My brain just does not allow me to take everything in. Having the template is a great help.

    No that won't work. Pointless. Appeal doesn't get these cancelled.

    And there's no fine.

    You can manage to email a complaint using that form.  Or phone the number.

    Look on the back of the pcn on the lower left hand side , under appeals

    It doesnt mention email,  it mentions online on their website,  so that is where a keeper appeals using the blue text appeal template,  but only as keeper,  no blabbing about who was driving or about the incident itself

    Eventually you should be able to appeal to popla at the second stage,  using the missing contravention reason 

    Your complaint to the Co-op head office would be by email,  using the royal WE

    1-send email to co-op to complain (using the royal WE). What should I say?
    2-appeal to CEL online using the blue text appeal template, as keeper, saying nothing about driver or why we were in the car park.
    3-when CEL refuse appeal, start appeal to Popla using the missing contravention reason. Is their a template for that in the stickies?
