    Thank-you @ Coupon-mad.

"It seems you have much to learn, (Grasshopper)". Showing my age now....

Here are the managing agents ~ for the benefit of other aggrieved motorists.

"The managing agents for Highbridge Retail Park in Waltham Abbey are Edgerley Simpson Howe (ESH). Specifically, they may be contacted through their agency department, with individuals like Giles Pickford, Sophie Wilson, and others listed with their contact details. NovaLoca also mentions ESH as the managing agent for the property."

So, what role/ title do UKPC have in this scenario?

I shall call L&G tomorrow and report back. Also ESH.

UKPC are agents.  They are NOT 'managing agents'.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    I would personally email ESH
    https://www.eshp.com/the-team/

Take your pick from that public info.

    Thanks for the clarification.

Further research on those managing agents suggests that it is Green and Partners and not ESH.

Again, for the benefit of other help and fact seekers who find themselves washed upon these shores:

Nor are they operators they dont operate anything except a method to fleece motorist, if they did genuinely operate the car park there would be zero so-called parking charge notices issued as they would have a team of staff instructing people where to park.
Instead you have an un regulated so-called parking company that exists solely to increase its revenue by issuing as many parking charge notices as possible and hoping that people will be gullible enough to pay up.
If a wheel was slightly over a line, in the grand scheme of things it does not matter one bit, the car park can still function and theres no real obstruction its about time this scumbag industry was shut down and moneys paid by motorists returned either from those who work for the PPCs/own the PPCs or the landowner who take these scum on
I agree with everything you have said @ Coupon-mad.

Unfortunately, I have drawn a blank in establishing either the landowner or managing agents.

I called the number for the Helpdesk given on the plaque which one would think would connect to Legal & General. Not so. It is merely a mainenance company who could not offer any assitance.

I have read that Legal & General do not engage anyway but I'd try if I had contact details.

The managing agents are not Green and Partners. Nor are Edgerley Simpson Howe.

Where do I go now and explicitly, how to proceed?

Do any MSE gurus have any advice please?

...and I am NOT paying UKPC a bean. I'll see 'em in Court. With a a media presence.

Some background on this very car park; it seems the managing agents are like The Scarlet Pimpernel and as usual UKPC signage doesn't comply with the joint COP or Lord Denning's "Red Hand Rule"

I photographed the signage and nowhere is any info on managing agents or landowners and Google is of no help either.
    Totally wrong.
It's almost as if they want you to roll over,  submit and pay...and I expect many do.

    It's UKPC's entire business model.
