the meter is saying I’m on off peak now and so is IHD !

As I said here I'm waiting a couple of days for things to settle down before setting my own Bright App tariff times if need be. I've never done it before so I don't know if they stick, your previous change to yours prior to BST did stick didn't it? Then we'll know if Dunstonh is wrong or has a bug on his app.It is a known issue with the Bright App going back a number of years. It's mentioned in the glowmarkt forums. By default, the app uses the device time and whatever timezone the device is in.
There is a setting in the app that allows you to manually change the timezone. If you set timezone setting to UTC+0 and then click refresh data in the section below, then it will reset the data in the app to use GMT. However, some people have reported that the timezone setting does not persist.
I just checked mine, having not used it for probably a year or so, and the UTC was back at +1, and I had to change it back again to +0. Once changed to zero and refreshed data, it was fine again.

In your other picture showing 38p there was no L contactor symbol - suggesting nsh feed on.
Which is why I asked above if you had checked the contactor status - not realising it would still show in a sub menu.
In this one it's showing the 14p and the L contactor is present - suggesting nsh feed off. Which is what I would expect for 7am nsh wise, but not tariff wise ?
So can you cross check that meter symbol meaning again.
As even tge IHD shows you pending a rate increase at 7:17 am (when do the countdown bars start to go below 60m - 1pm dst ??) When you should be in peak rate time between 1-6am dst off peak night slot - pending afternoon off peak at 2-5pm dst.
Try switching a heater on now with that 14p rate showing and symbol showing and see if it starts to charge / draw 3.4kW on ihd ?
And try tge same when it is not showing the symbol and tge 38p rate shown - anc again see if it starts to charge / draw c3.4kW iirc.
Might be going mad - didnt get too much sleep last night - but is it possible rate 1 and rate 2 prices are set in the wrong order - so 38p off peak and 14p peak ?
And even then - what would the bill say - is bill the right way round - I'd ask them to check if contact EDF.
[When EOn sent SC rates to my meter for 2 cap periods (and 10,000s of others) - my bill was still correct - tge ihd pricing out by c7% though. So it's possible they are not the same.]
When my first meter swapped I only waited a couple of weeks and then phoned in readings got a statement issued as on 6m updates at the time. You might well be on monthly anyway now smart - but worth checking ASAP.

the rates were set correctly until the new tariff yesterday, so I will check to see if this changes ,
it’s all a bit annoying , but I am checked the meter itself throughout the day
at the min no heaters are on , I will turn one on later in off peak hours , and see what the meter readings do0 -

As just noticed in your two 38p pics yesterday - one has the lcs open at 816pm - so peak rate and no storage heating as might be expected - (pending late evening off peak 8-10 gmt, 9-11 dst) and the other earlier one at 420pm does not have symbol - so peak rate not as expected and lcs closed as expected as in heoryin your 1-4pm gmt 2-5pm dst afternoon off peak slot.
That looks wrong - and rings some alarm bells - as suggests the tariff and alcs timings are also potentially misaligned.

I honestly don’t know anymore
I posted the pics , with the times on , the meter was giving me the price wrongly for each time and I took the photo
I heard the meter click over last night at 9.08pm so timings are correct I think
I’ll check today what time it clicks over and check the meter again then0
