The claim will be sent by the small claim court. It is a legal document that you have to respond to. Before that official documents, all the letters you have received from that Legal are essentially debt collector letters. With no payment collected, that Legal may will raise a claim at the court. That's what people have referred to: "the claim." When you receive the claim form from the court, you will be preparing for fighting this. People will give you advice here when "the claim" arrives. Hope it makes sense.5

And here is yet another calculated part of their filthy scam, had a windscreen notice been issued the driver would be warned of the charge, by sending letters by post it delays that by days so more charges are unknowingly racked up!
