I’ve rented the flat for 8 years from letting agency. Building of flats also have residential parking which can be accessed only by people who live there and have a key fob for the gate. Few months ago agency hired UKCPS which I learned when I received 2 notices to keeper. Our tenancy agreement don’t state anything about parking. I then spoke with agency about tickets and they said I have to register my car as permit holder and also we are now allowed to only park one car so I can register my car but my partner can’t because only one car allowed. My partner has 5 tickets. We already moved from the property end of the 2024, but because we did Royal Mail redirection we still receive letters which all we ignore. First were notices to keeper from UKCPS, then Trace, now my third letter from Moorside Legal and first for my partner from them. Also in the meantime I wrote to letting agency asking them to send me proof of any notice of change of parking rules which we never received. They never replied for my email. Also I have proof on my WhatsApp conversation with agency saying they will cancel tickets for my car. This was the reason I never appelead my case. I learned they didn’t cancel it when I received first letter from debt collectors and now they saying I registered my car too late. Also one they said they tried to cancel our tickets but UKPC said I have to pay one ticket and they will cancel second one and my partner also has to pay one ticket and they will cancel rest of them which in my mind is ridiculous. What should we do now? Any suggestions?

These cases a bit more complicated than publicly accessible parking.
I'd like to interrogate your letting agreement a little bit:
Does it really say *nothing* about parking? The property description might say whether or not a parking space is included. That is important. If the parking space is included it gives you a much stronger leg to stand on. If if is not it makes things harder.
Did you get any windscreen notices? Did you notice signs going up? If there are no signs telling you about parking charges UKCPS are out of luck. If it's feasible to go back and check, getting pictures showing there are no signs could come in useful.1 -

the only things I found in my agreement about parking is : for the avoidance of doubt nuisance and annoyance includes parking vehicles so as to obstruct access to or from another persons property. Nothing else at all.0

i just can’t get my head around it. We were tenants there for 8 years, all 8 years we used this car park. That was the main reason for renting flat there as secure car park provided and now we are finding ourselves in this situation…0
