So your luggage did eventually appear on the carousel. The fact that other baggage appeared before that from your flight is not unusual. Some airlines use their own baggage handlers, and others use the service provided by the airport. We had a situation where, although our flight arrived on time 3 other flights for the same airline had been delayed and all arrived in a short period before ours. Result was us waiting nearly 2 hours for the bags. We were not happy, but problems do occur.How long did you actually have to wait?As for who to complain to, probably nobody. You would need to know why it was delayed coming through.
Was there a problem opening the hold on the plane to unload it?
Was the plane parked further away than the other flights?
Was there a problem with luggage itself?
Was it the baggage handling company’s fault for not collecting it?
Is there any stipulated time that it should arrive so the ‘delay’ can be quantified?

You think the luggage took longer to reach the carousel than you expected.
How long did it take?
How much longer than "normal" (whatever that means) did it take?
How do you know the luggage took longer than normal rather than passport control simply being very quick?
As for the references to other flights being quicker, how do you know when the other flights landed and how long their luggage took to arrive? AIUI, the flight boards may list scheduled time of flights not actual landing time.

We have been sent around in circles. Bottom line is who is the correct organisation to complain to? The airline is what we were told at the airport on the day and now the airline are saying it is not them. Who do you complain to for the delay of the luggage coming out so late onto the carousel for all the luggage on that flight?0

For goodness sake, why cant you answer the questions then people can give you an answer. Given the OP is reluctant to share any details or provide the clarification that would be required to allow a meaningful and constructive comment as to who any complaint would be addressed to and potential outcomes, simply a vent might be the best thing available.2 -
nobody will be able to tell you without you naming the airline and airport then someone may be able to advise whether the airline, third party handling agent or airport staff are the ones responsible for offloading baggage and getting them to the carousel.Markmywords said:We have been sent around in circles. I am not aware of any service commitment to have your bag on the belt within x minutes. Some airports are better than others...I used to use Gatwick for weekly flights but after many weeks of waiting over an hour for my bag (probably a couple of dozen checked bags on the flight) I switched to using London City Airport where rarely had to wait more than 10 mins2
