    We have been sent around in circles. Bottom line is who is the correct organisation to complain to? The airline is what we were told at the airport on the day and now the airline  are saying it is not them. Who do you complain to for the delay of the luggage coming out so late onto the carousel for all the luggage on that flight?
    Not the only ones - as said many times, you need to give clear answers to the questions posed

    There is nobody to complain to, and nothing about waiting for luggage makes it a valid complaint.  We have flown between the same two locations, with the same airline, numerous times.  The best we have experienced is the baggage on the carousel by the time we have got through to the baggage claim area.  The worst, as I mentioned earlier, is about a 2 hour wait.  At the airport we normally travel to/from there are signs in baggage claim showing the average time for bags to arrive, not a guarantee that bags will arrive within x minutes.  You really are flogging a dead horse on this one.

    Who is responsible for luggage delay when arriving back at a London airport? 
    I have complained to the airline but they are fobbing us off and sending us around in circles. 
    Any suggestions on this?
    So what are you EXACTLY wanting out of this?

    Compensation, or just to lodge a complaint?

    And if customs decided to rescan all luggage on arrival (aka turkey ciggy hunt) then you will have no complaint to the airline, airport, but to customs. And the answer to that complaint will likely be 'we were just doing our job'.

    Without knowing the cause of the delay it's nigh impossible to comment.
    If all passenger's luggage was delayed it may have been a technical issue accessing the aircraft hold ?
