Delay of luggage

Who is responsible for luggage delay when arriving back at a London airport? 
I have complained to the airline but they are fobbing us off and sending us around in circles. 
Any suggestions on this?

    Responsible in what context, and what was the length of delay? 
    It’s really unclear from your post what exactly it is you are looking for and what you’ve complained about.

    I assume you mean the luggage did not arrive at all to the carousel after the flight rather than the luggage was just slow to reach the carousel.
    Have you lodged a lost luggage claim?
    Has the airline indicated where the luggage is now?
    When I have experienced delayed luggage the airline have always been positive in both communication and arranging the luggage to be forwarded to catch me up.
    What are you being told that you have assessed as "fobbing you off and sending you round in circles"?

    The delay of the luggage coming out.  Other flights after ours had landed had their luggage come out in the normal timeframes and staff said they could not help as it was outside office hours

    Yes did not come out at all. several other flights after us had their luggage come out without any issues. The whole plane was affected and not just us. The airline are not helping but I understand it is their responsiblitly.

    Yes did not come out at all. several other flights after us had their luggage come out without any issues. The whole plane was affected and not just us. The airline are not helping but I understand it is their responsiblitly. 
    That is still not clear.

    Are you saying that the luggage for the whole flight was delayed reaching the carousel?

    OR, are you saying that the luggage for the whole flight never arrived to the carousel? 
    That would seem highly unusual but might happen in very rare cases for operational reasons if the issue was loading the luggage into the hold at the departure airport.

    Is there such a thing?  Wonder if service times for offloading luggage are listed anywhere?

    Things that are differerent: draw & drawer, brought & bought, loose & lose, dose & does, payed & paid

    2. if not, do you know where it is and when you can expect to get it?
    3. How long was the delay, or if still missing, when did it go AWOL? 
    4.  What consequences were to you from the delay, if any?
    5. What exactly have you complained to the airline about other than an unspecified delay?
    6. What did you ask them for as a resolution? – are you after compensation?
    6. What specific answer have they given you?
    Fobbing off is not a specific answer.

    Over to you. Full coherent sentences would be helpful.

    The whole plane's luggage did not come out for a long time. Essentially all that we all need to know is who is responsible for this and who should address this complaint?

    You're not going to get the advice you want unless you answer people's questions properly.  Answering these would help:
