Then you need to see what their full service includes and whether they should have changed the brake fluid as part of it. Probably doesn't include it.0

Break fluid changes are not normally part of either a in interim or full service, they are separate, break pads and discs are not part of those either, so you need to ask them to be checked, changed if needed, breaks calibrated.
You also need to look through your service schedule and see what should be done in mileage and time, see what has not been done and get things up to date. You also need to ask a garage to have a look and see if anything needs doing that is not on the schedule.
How well do you know the garage that you have been using? Have you used them because they are cheap, or because they are known locally for being good mechanics?0 -

If you have driven 16k and then just had the oils done, 16k is a lot of miles, maybe they didn't need changing in May, but after 16k they should have been checked again.

Brake pads typically last 20-30k miles depending on car and material used. Any half decent garage used to dealing with taxis will be giving the drivers advanced warning. Then again every taxi driver I know who runs their own cars do checks every week or two for the essentials like fluid level, pads, disks etc.
Most modern cars have sensors on the brake pads which either give a dashboard warning or make a squealing noise, so no excuse really for getting through the pad itself onto the metal backing.
OP, if you are going to be doing 30k milkes a year plus, you really need to learn the basics of maintaining a car and the service schedule.1 -

But it does fall to the driver, to ensure the car is roadworthy at all times.0 -
