When I first came to UK in early 1990s, I seem to recall Electricity being charged a much higher kWH rate for the first 2 KWH each day, and then a lower KWH rate for any usage after the first 2 KWH. I will assume that gas had a similar formula, but I do not remember there being a Standing Charge.
Perhaps this would be a good compromise? Say you go 2 weeks away on holiday - while away, you would not be charged daily standing charges for Elec and Gas, which at the moment you are.
I'm thinking - as others have mentioned - law of unintended consequences. I'm sure many who want no standing charge don't appreciate that their unit charge will go considerably UP.
EDIT: I've read back a few pages and note that a current supplier has this sort of pricing structure. Just interesting to note that at one time, this was the default way of charging - in the days where if you lived in Manchester, Norweb was your one and only choice of supplier.0 -

As people will stop reading at that point, & think this is gospel & start moaning when they do not get the savings quoted🤷♀️🤣
Even by Express standards it is a truly woeful article.
But then maybe many of their readers or the author do have second properties lying empty all year who wont pay any inreased unit costs.2 -
