It is a penalty / fine under by-laws with a liability to magistrate's court action.

The current window is fine, as evidenced by 98% of tolls being collected in time. To put it another way, you can use the few minutes saved by having an automatic toll and not having to queue and pay at a toll booth and pay by phone when you next stop after the toll

ya this is a garbage opinion. 

You can calculate that the company probably make between £10-15M off the 2% of late payers. It is gouging and exploitation basically. 

How much does it cost them in administration for these people that think they can get away without paying?
