Complain to the landowner again, and your MP. Remind them that the persuasive appeal case of Jopson v Homeguard applies where the judge stated that dealing with a vicissitude of some duration is not parking. A medical emergency is by definition dealing with a vicissitude of some duration. In addition, I would suggest that the Equality Act 2010 may also apply. Warn them that failing to make reasonable adjustments in breach of the EA 2010 is a criminal offence.I married my cousin. I had to...I don't have a sister.

I have finally had a response to my complaint. The complaint included the plan a text which they don't appear to have responded to at all. What should I do next?
Good MorningThis email is in response to a complaint, reference number 95424.We note on the weekly report that was provided there was no hyper/hypo recorded for Saturday 19th October, however it was mentioned that the vehicle was pulled over to deal with a hypo on the day in question.In the appeal submitted it was stated that the car park was used for a drop off for scouts attending a beach walk, where a medical test was then carried out.This is a Pay & Display car park with no drop off zone. A consideration period is given in line with the British Parking Association which was greatly exceeded.Please be advised this parking charge will progress to debt recovery if it remains unpaid within 14 daysIf you wish to take this matter further please submit a complaint to the British Parking AssociationKind regardsCarparkers0 -

I cannot understand why people insist on putting so much irrelevant and unhelpful information into appeals or complaints.The operator has jumped on the silly inclusion here that the driver was "dropping off scouts for a beach walk" why on earth was that gem of incriminating evidence given it need not have been in any statement at all!But having said that the joint COP states in annex F1 Exempt circumstances:e) a vehicle that has been driven onto controlled land due to an emergency which could
not be avoided due to the exceptional nature of an incident outside of the control of the
driver, e.g. serious illness;In addition if the area involved was a no parking area anyway they cannot impose a charge for something they were not offering, no contract was offered.

You could complain to CPA regarding regarding their lack of a goodwill gesture under annexe f1 ( or a complaint about it to the BPA AOS compliance team )5 -

Do I need to say anything in particular if I complain to the CPA or BPA? I assume the BPA is the British Partking Association (that they reference "If you wish to take this matter further please submit a complaint to the British Parking Association")?0
